Every season we hear the same question at the village chaupal: "Main PM Kisan ke liye eligible hoon ya nahi?" The answer has two parts. First, your family must own cultivable land recorded in the state's land records. Second, nobody in your family should fall in an excluded group. If both are true, you qualify for ₹6,000 a year.

The exclusion list below follows the PIB press conference document of 24 February 2020, which quotes the scheme guidelines, and the land cut-off follows a Lok Sabha reply of 4 February 2025. Business Standard restated the same list in October 2026. KisanRi Guide is an independent guide; the final decision on eligibility is always taken by your state government.

Two-Minute Self-Test

Answer these questions honestly for your whole family, not just yourself.

  1. Land: Is cultivable land recorded in your name or a family member's name in the state land records? If no, you are not eligible under PM Kisan.
  2. Date: Was that land in your name on or before 1 February 2019? If it came later by purchase, you are not eligible for that land. If it came later by inheritance after the owner's death, the cut-off does not apply.
  3. Income tax: Did any family member pay income tax in the last assessment year? If yes, the family is excluded.
  4. Government job: Is any member a serving or retired government or PSU officer or employee, other than Multi Tasking Staff, Class IV or Group D? If yes, excluded.
  5. Pension: Does any retired member draw a monthly pension of ₹10,000 or more (again, MTS, Class IV and Group D are not counted)? If yes, excluded.
  6. Office or profession: Has any member held a constitutional post or elected office listed below, or practise as a registered doctor, engineer, lawyer, CA or architect? If yes, excluded.

If you passed every step, read the PM Kisan registration guide next.

Who Is Eligible

According to PIB (November 2025 and March 2026), the scheme covers all landholding farmer families with cultivable land in their names, identified by states and Union Territories from their land records. There is no limit on land size since the Cabinet decision of 31 May 2019. Before that date, only small and marginal farmers were covered.

What counts as a "family"? The definition commonly quoted from the scheme guidelines is husband, wife and minor children. This is reported but not officially confirmed by us, because the guidelines PDF could not be opened. The practical point is official: one family gets one benefit. The official portal notice says payments are temporarily withheld where more than one member of a family appears to be receiving it, pending physical verification.

The scheme is explained in full on the PM Kisan Yojana page.

Who Is Not Eligible: The Exclusion List

Note that the rule applies if one or more members of the family fall in these groups. A farmer whose wife is a practising registered doctor, for example, is caught by the rule.

The 1 February 2019 Land Cut-Off

The government's Lok Sabha reply of 4 February 2025 states the rule clearly: farmers who owned cultivable land on or before 01/02/2019 as per state land records are eligible, subject to the exclusions. The cut-off does not apply where ownership passes by succession because the landowner died.

  • Land bought after 1 February 2019: not counted. The official portal notice lists "land acquired after 01-02-2019" as a suspected exclusion case where payment is withheld for physical verification.
  • Land inherited after a death: counted. Get the mutation (dakhil kharij) done in the land records first, then register.
  • Land gifted or partitioned while the owner is alive: the official sources we use only exempt succession on death, so ask your tehsil office before registering.

Special Cases: North East, Jharkhand and Forest Pattas

The 2020 PIB document mentions special arrangements for states where land is not held in the usual individual way:

  • North Eastern states such as Manipur and Nagaland, where land is under community ownership.
  • Jharkhand, which has its own land arrangement.
  • Forest dwellers holding pattas under the Forest Rights Act, 2006.

Farmers in these groups should ask the block agriculture or revenue office how their state verifies land for PM Kisan, since the general land record check works differently there.

What Happens If an Ineligible Person Received Money

Records are cross-checked against Aadhaar, PFMS and Income Tax data, so wrong payments do get caught. States recover the money. PIB reported that ₹416.75 crore had been recovered from ineligible beneficiaries as of 2 December 2025, from groups such as income tax payers, government and PSU employees and constitutional post holders.

If you realise you are not eligible, act before a notice comes:

  • Return the money as directed by your state. Guides describe a "Refund Online" option on the portal, but that label is not officially confirmed, so ask the agriculture office.
  • Use "Voluntary Surrender" to stop future payments. If you surrendered by mistake, the official portal has a "Surrender Revocation of PM-KISAN Benefits" page that uses an OTP on your registered mobile.

For help with notices or recovery, see the PM Kisan helpline and grievance page.

Eligible but Still Not Getting Paid?

Being eligible is step one. To actually receive money you also need land seeding, an Aadhaar-seeded bank account and completed eKYC. Excluded farmers who believe they were removed by mistake can seek inclusion through the grievance system, as PIB noted in March 2026. Where to go next:

Frequently asked questions

Who is not eligible for PM Kisan?

Families are excluded if any member is an institutional landholder, an NRI, a present or former constitutional post holder, minister, MP, MLA, MLC, mayor or district panchayat chairperson, a serving or retired government or PSU employee (except MTS, Class IV and Group D), a pensioner drawing ₹10,000 or more a month, a last-year income tax payer, or a practising registered professional.

Can a farmer who bought land after 2019 get PM Kisan?

Not for that land. The rule stated in Lok Sabha on 4 February 2025 is that land must have been owned on or before 1 February 2019 as per state records. The only exception is land that passed to you by succession after the owner's death. The official portal withholds payment where land was acquired after that date.

Can husband and wife both get PM Kisan?

The benefit is meant for one landholding farmer family, so normally only one member receives it. The official portal notice says payments are withheld for verification when more than one family member appears to be receiving the benefit. The common definition of family is husband, wife and minor children, though we could not open the guidelines to confirm it.

Is a retired government employee eligible for PM Kisan?

Usually not. Retired officers and employees of Central or State Governments, PSEs and local bodies are excluded, and so are pensioners drawing ₹10,000 or more a month. The exception is retired Multi Tasking Staff, Class IV and Group D employees, who are not covered by the exclusion and can be eligible if they own land.

Can tenant farmers or sharecroppers get PM Kisan?

No. PM Kisan is for farmer families with cultivable land recorded in their own names in the state land records. Tenant farmers, oral lessees and sharecroppers without land in their names do not qualify. They can, however, get a Kisan Credit Card from a bank, since KCC rules cover tenant farmers, oral lessees and sharecroppers.

What happens if I got PM Kisan money but am not eligible?

The state will recover it. Recovery of ₹416.75 crore from ineligible beneficiaries had been made by 2 December 2025, according to PIB. It is better to return the money yourself as your state directs and use the voluntary surrender option to stop future payments, than to wait for a recovery notice.
